Beschreibung

What is the ICC?

The ICC (full title International Certificate for Operators of Pleasure Craft) is a certificate which is intended to provide evidence of competence when requested by officials in foreign countries. It is sometimes known as the International Certificate of Competence.

It is issued under the United Nations Economic Commission for Europe (UNECE) Inland Transport Committee Working Party on Inland Water Transport Resolution 40. This resolution details how and to whom the ICC may be issued, the syllabus requirements, the layout of the certificate and it also lists the countries which have notified the UNECE Secretariat that they have accepted the resolution.

The UK Government has accepted Resolution 40 and has authorised the RYA to issue the ICC on its behalf. Therefore, besides other ways, UK ICC can be obtained from the RYA after an one day assessment of competence at any RYA recognized Training Centre.

The RYA is authorised by the Maritime and Coastguard Agency (MCA) to issue a UK ICC to the nationals of any country EXCEPT a person who is:
       – a national of another UNECE member state which has accepted Resolution 40; AND
       – resident in another UNECE member state which has accepted Resolution 40,
unless the RYA has been given written permission to do so by the Government of the relevant country.

Syllabus for the ICC assessment of competence:

Short passage
Departing a pontoon
Communication with crew
Use of springs
Fender positioning
Man over board
Man over board (MOB) procedures
Correct direction and speed of approach
Contact with MOB
Alongside skills
Communication with crew
Awareness of other water users
Use of warps/fenders
Correct angle and speed of approach
Securing boat to pontoon
360 degree turn
Securing to a buoy
Communication with crew
Preparing warp
Correct angle and speed of approach
Securing the boat effectively
Departing from the buoy safely
Handling under sail
Choosing suitable sails for prevailing conditions
Choosing a suitable area for hoisting/lowering sails

Regulations and Pilotage
Able to understand requirements for navigation lights and ships
Able to recognise sound signals
Able to recognise the following from the lights – vessel at anchor, power driven vessel and sailing vessel
Able to recognise, by day and night, and understand the significance of buoys of the IALA system
Able to plan a harbour entry/departure, taking in to account possible hazards
Aware of the sources of information regarding local regulations, port entry and departure signals and Port Operations radio

Navigation
Able to plot a position by cross bearings and by Latitude and Longitude
Able to interpret a navigational chart and understand charted depths, drying heights and charted hazards
Able to use a tide table to find times and heights of high and low water
Able to determine direction and  rate of tidal stream from a tidal atlas or from tidal diamonds
Able to determine magnetic course to steer, making allowances for leeway and tidal stream

Assessment takes place at ANA Sail centre and on our boat. Own boat assessment is also available upon request.

You will need to bring a passport sized photo.

Postage to send the Application form to the RYA.

Certificate issuing fee – payable directly to the RYA:
– Existing RYA members can get their ICC certificate issued by the RYA for free (fast track service is available for a surcharge)
– For non RYA members the cost for the issue of the ICC certificate by the RYA is £45 (fast track service is available for a surcharge)
